Senator Rieger moved and asked unanimous consent for the adoption of the Rules Committee Substitute offered on page 3710. Senator Adams objected, then withdrew his objection. There being no further objections, CS FOR SENATE BILL NO. 248(RLS) was adopted. CS FOR SENATE BILL NO. 248(RLS) was read the second time. Senator Lincoln offered Amendment No. 1 : Page 11, line 26: Delete Sec. 13 Senator Lincoln moved for the adoption of Amendment No. 1. Senator Taylor objected. Senator Adams called the Senate, then lifted the call. Senator Taylor withdrew his objection. There being no further objections, Amendment No. 1 was adopted. Senator Lincoln moved and asked unanimous consent to rescind previous action in adopting Amendment No. 1. Without objection, it was so ordered.
